
            Act 1The film opens eleven years prior to Infernal Affairs in 1991. Inspector Wong Chi-Shing (Anthony Wong reprising his role) is discussing the death of his first partner with an initially unseen companion, who is revealed to be Hon Sam (Eric Tsang, also reprising), the triad boss from Infernal Affairs. At this point in time Sam is a follower in Ngai Kwun's triad family and is also working as Wong's informant. Carrying a nondescript paper bag, a young Lau Kin-Ming (Edison Chen) makes his way through the streets of Mongkok. Ming stops at an ostensible martial arts school where Ngai Kwun is spending the evening. With a gun concealed in his paper bag, Ming kills Kwun and walks away.Ming arrives at a secluded office space where Sams wife, Mary (Carina Lau), greets him. Mary is testing her new stereo system, playing the exact same song Ming used to test his system in Infernal Affairs; she sardonically praises it to Ming in the exact manner that Yan does in the first film while casually ascertaining whether or not he has any reservations about being Sams mole in the police force. Appearing aloof, Ming accepts the position and Mary packs a bag of cash for him, advising that he maintain a low profile and prepare for the police academy; assuming that the song she put on the stereo is distracting him, she also gives him a copy of it. Ming is attracted to Mary, but is unwilling to express it due to his lowly position in the gang. It is then revealed that Mary ordered Kwuns assassination. Mary confesses that Sam has no knowledge of this transgression and urges Ming to keep it that way, as she wants Sam to take Kwun's place as leader of Ngai family triad.Meanwhile, we see a young Chan Wing-Yan (Shawn Yue), his girlfriend and a young Crazy Keung (Chapman To) are waiting for something. Yan is a promising police cadet who has apparently assaulted and subdued Keung over a car theft. Superintendent Luk Kai-Cheung (Hu Jun) arrives on the scene with several officers. Luk admonishes Yan about his actions but decides not to report the incident to Yip, the principal of the police academy. Luk and Yan leave to attend a birthday dinner for Yip while Keung is sent to the police station. At the dinner, it is clear that Yip has high expectations for Luk as his successor and Yan as a police officer. A short time after the dinner, Yip and Luk are presumably driving home when they come across a heated argument between Yan and an Ngai henchman named Law Kai-Yin (Roy Cheung). Ngai Wing-Hau (Francis Ng), the middle son of Kwun, calmly explains that his father would have wanted all of his children to know if something were to happen to him; this includes Yan, a half-sibling. For using his mother's surname to hide his connection to the Ngai family triad, Yan is subsequently discharged from the Hong Kong Police Force. Yan is approached by Inspector Wong, asking why he wants to be a cop. The answer: "I want to be a good guy". This begins Yan's journey as an undercover agent in the triads as he is sent to prison by Wong in order to get close to Keung. Meanwhile, Ming joins the police force and goes through training ala the montage from the first film.Hau has risen to take his father's place as triad boss, as he is the only Ngai sibling directly involved in the family business. With Kwun dead, all the triad bosses known as the Big Four, with the exception of Sam, scoff at Haus leadership capabilities and debate on whether or not to pay their tithe to the Ngai family. Hau, however, proves to be an adept and understated heir to Kwun and one by one blackmails the Big Four with his knowledge of their mutual betrayals. Sam has covertly remained loyal to Hau and acted as an agent provocateur in this affair, much to Mary's dismay.Act 2The second act takes place in 1995, with Yan out of prison as a small time gang member and Ming as a rookie police officer. Wong's partner, Luk, learns that Yan is the police mole and questions where Yan's true loyalties lie: with the police or with his half-brother. Yan's continual association with Sam and Ngai leads his girlfriend to have an abortion and we see Yan furious at losing the baby (Infernal Affairs tells us she did not abort it). She worries about the life he is leading and does not want their child to follow Yan's path. The ruthless yet honourable Hau wishes the troubled Yan to be integrated back into the Ngai family and invites him to his daughter's birthday party, where he brings him closer into the gang business as well. Mings path is considerably smoother; with Sam supplying information on criminal dealings Ming is able to apprehend numerous local gangsters, thus getting him promoted quickly.At his daughters party, Hau tells the Big Four and Sam that he is retiring to Hawaii with the whole Ngai family and to divide his family business among them. He secretly rewards Sam for his years of loyalty by sending him to a contact in Thailand with the promise of total control over the cocaine racket, a business opportunity that the Big Four have not foreseen and of which he believes Sam will become a master. Next, Hau invites Yan to join him for his next dealing. Yan proceeds to relay this and other information he has collected on Hau, Sam, and the Big Four to Wong during a clandestine meeting. Luk, who had been tailing Wong, reveals himself and confronts Yan about his loyalties. Yan asserts that his only loyalty is to his mission.In a hotel room, Mary is revealed to have conspired with Wong in the assassination of Kwun. Mary wants her husband in power and Wong wants an enemy he knows and can control. Meanwhile, Luk is organizing a strike team to catch Hau during his next dealing. When confronted by Wong about the sudden change of date for the operation, Luk confesses that he has had his own informant in the Ngai gang for 7 years, who tipped him off about a change in Hau's departure plans. Yan uses Morse Code to relay the location of the deal to Luk. Luk and Wong arrest Hau exchanging suitcases with two other men. It transpires Haus dealing was simply a ruse; the two men he met turn out to be private detectives he hired to investigate Kwun's murder. In Haus suitcase is videotaped surveillance of the meeting between Wong and Mary in the hotel room. This evidence becomes leverage to prevent the cops interfering with Hau's business.Hau's real plan was to assassinate the Big Four and Sam, whom he believes is Mary's co-conspirator. The plan is put into motion as Hau is taken into questioning; the Big Four are killed off by various Ngai henchmen, an ambush awaits Sam in Thailand, and an assassin is edging toward Mary. Mary phones Sam, who is accompanied by Keung, revealing at the last minute that she arranged the hit on Kwun. Sam comes to grips with the reality of his situation and warns Keung to run at the first sign of trouble. With help from the clumsy and benign Keung, Sam escapes the ambush and takes one of the Thai gangsters (the Thai gang boss shown in the first film) hostage in the process. When Sam arrives at the airport, he tries to strike a deal with the Thai hostage while Keung attempts to warn Sam about trusting him. Sam offers his own gun to the gangster, believing in their friendship. The Thai regretfully apologises for his orders and shoots Sam.In the aftermath of the assassinations, Hau rounds up and has Law kill three henchmen that Mary supposedly bribed to leave Kwun vulnerable. Hau then reveals that Law is an undercover cop before shooting him several times and pulling out his wire. As the bodies are burned, Yan takes a bullet for Hau in a drive-by shooting. Luk goes to Wong's apartment after he's acquitted in a tribunal hearing and forgives him for the murder conspiracy, but is then killed by a car bomb meant for Wong. Ming had saved Mary from the assassination attempt and they have been in hiding for two months. He reveals his true feelings for her and offers to protect her. She rejects his advances, as she is Sam's wife, and goes to Kai Tak Airport to fly to Thailand and find her missing husband. A bitter Ming is seen communicating Marys travel plans to an unknown recipient. Mary receives a phone call from Ming as she arrives at the airport, it distracts her long enough to be mowed down by car driven by Ngai henchmen.Act 3The third act is set in 1997 against the backdrop of the handover of Hong Kong to China. Ming is one of the officers involved with the ceremony and Yan has taken Law's place by Hau's side. Hau attempts to make the family respectable by going into politics but is arrested at a government party. The police have compiled enough evidence to bring Hau down, which rests on the testimony of a star witness Sam, who survived the shooting in Thailand and apparently started a new family with a Thai woman. Wong brings Sam back to Hong Kong under witness protection and introduces him to the newly promoted Ming. Wong admits to Sam that at present the police only have enough evidence to imprison Hau for a few years; he then jokes that Hau would have to kill Sam to get life in prison. Sam and Ming talk for the first time in years.Haus political aspirations disintegrate as his backers withdraw their support, and the Ngai family lawyer confesses that Hau has no legal chance of winning and resigns. On the defensive, Hau decides to immediately relocate the entire Ngai family to Hawaii while he awaits trial. Yan joins Wong where Luk has been interred and expresses his desire to get out of undercover work before his criminal persona consumes him. After giving Wong the last of the evidence against Hau, Yan salutes Luks headstone as Wong looks over to Yip in the distance. Within a few days of the trial, Sam escapes witness protection with Ming's help and confronts Hau and his gang alone. Hau has kidnapped Sam's Thai wife and child in order to prevent him from testifying. Sam outmaneuvers Hau, however, by revealing that his Thai friends are holding the entire Ngai family hostage in Hawaii. Through Wong, it is also revealed that the Thai woman Hau has hostage is actually Sams maid. Defeated, Hau holds Sam at gunpoint as Wong and a police squad arrive.The climax of the film is a standoff between Hau's gang and the police, with Sam taunting Hau to kill him. As Hau shows signs of intent to fire his weapon, Wong shoots him. Hau collapses to the ground, dying in his half-brother's arms; moments before succumbing to his gunshot wound, Hau discovers the wire in Yan's jacket and that he is actually an undercover cop. In the aftermath, Wong questions Sam on whether he killed Ngai's family and condemns Sams tactics while Sam retorts that he did not expect to leave alive and the two men part ways. Before leaving, Wong reveals to Sam that he managed to get enough evidence to incriminate Ngai for life had he only been more patient. In his car Sam receives a call from one of his Thai friends, who turns out to be the gangster who shot him earlier. He asks Sam if he should close the Ngai case and Sam cautions that they not go too far. The Thai gangster explains that some things, like him failing to kill Sam, are fated and that to be powerful, they must be the ones who control fate. A remorseful Sam hangs up and the entire Ngai family, including the women and children, are executed.The pieces are set in place for the original film: Sam goes down the dark path of replacing Hau as one of the most ruthless triad bosses, just as Mary had wished, and is now Wong's new foe; Ming is a police inspector, still working for Sam; and Yan is forced to remain as an undercover agent, following Keung over to Sam's gang. As the handover ceremony takes place, Sam is able to finally shed tears over the loss of his beloved Mary. Back in the police station, Ming handles a case involving a young girl coincidentally named Mary too (looking a lot like Sammi Cheng).

            An armoured truck carrying $100 million of cash is attacked by a criminal gang which calls themselves the "Ronin Gang" with explosives as it stops at a traffic junction in front of a jewellery shop. All the security guards were shot dead except one, while responding police officers suffered serious casaulties under the gunfire of the heavily armed gang members. The explosions also killed several civilians, including a lady in the shop. Six months later, the same gang reappears in Hong Kong, injuring a group of policemen, two critically, during a spot check. The dead woman in the jewellery shop was Crime Investigation Department detective Chan Chun's fiancee, while the injured policemen are led by Trainee Inspector Fong Yik-wei. Both officers vow revenge on the criminal gang.Wai King-ho is a rookie cop whose older brother, Wai King-tat, also a police officer, has been missing for an extended period. Deeply upset by police allegations that his brother has become a part of the criminal gang while infiltrating as an undercover, he was suspended from duty due to this connections with his now-wanted brother, and later confronted by both Chan and Fong who demand his brother's whereabouts. They form an alliance after Wai is rescued by Chan and Fong in a fight at a night club. Little Tiger is captured by Chan and is forced to lead the police to the gang's hideout. The gang appears however and kills Tiger after a chase, while injuring Chan and several of his colleagues.It turns out that the surviving security guard is Ho Wing-keung, the manager of the security company and who is in colludes with the gang to rob the armoured truck. He is tracked down by the gang to a psychiatric hospital, where he feigns a mental breakdown to escape detection by the gang. Chan, Fong and Wai arrive at the hospital, but fail to prevent his escape with the gang, who threaten his family to force him out. As the three pursue the gang, they run into an accident scene, where the gang shoots several police officers at the scene, hijacks a mini-bus with young children, and takes Wai as a hostage in the bus. Chan and Fong goes after the bus with Ho in another car.The gang members and the police officers engage in a lengthy confrontation, in which Wai discovers that his brother has his background exposed and killed by gang member Ronin Tien Yeng-yee. Ho is killed by Tien Yeng-seng to silence him, Wai is left handcuffed to the bus with the children and a timer bomb, while Chan and Fong are forced to collect the stolen cash from the robbery's mastermind at a funfair at Tamar while chained to another timer bomb. Wai manages to free himself and rescue all the children, and discovers that the bomb is fake, suggesting that Ronin has no intention to harm the children. Chan and Fong approaches a man with a luggage at the funfair as instructed, but the man turns out to be Chief Inspector Sam, who is leading an operation to nap the gang. The operation goes awry, the timer bomb is ignited safely in the nick of time, and Sam was pulled away by Chan and Fong to a secluded area, where they attempt to explain their situation to him. It is then revealed that Sam is also colluding with the mastermind, and is promptly killed, resulting in Chan and Fong becoming suspects for the murder.With the help of Fong's girlfriend Leung Hoi-lam from the Police Intelligence Department, Chan and Fong realise that the real mastermind is Senior Superintendent Cheung Man-yiu, who has orchestrated the armour truck robbery, double-crossed the gang resulting in the death of three of their members, and made off with the loot which he keeps hidden in a car in the Police Headquarters carpark. The remaining four members of the criminal gang arrive at the Headquarters in a police van masquerading as police officers to forcefully get the money back, just before the arrival of Chan, Fong and Wai. Senior Superintendent Mark Law Pui-keung begins to learn about the truth from data provided by Leung.An extended showdown at the Police Headquarters ensues, resulting in the deaths of three criminals, multiple policemen including a Special Duties Unit squad and Wai, who was beaten to death by Tien. An injured Tien was shot by Cheung, who nearly escapes arrest when he was later led to an ambulance by unsuspecting officers. He was subsequently shot dead by Chan and Fong when he tries to kill Law who was led to another ambulance. Both Chan and Fong return to their police duties, but as a detective and a beat cop respectively. They also help take care of Wai's grandmother.

            The film begins with INTERPOL agent Wang Sun-Ho stating this is his first mission and all the audience sees is a messy laundry hallway filled with fluff as if a gunfight took place there. The begins and shows a team of young INTERPOL agents arrive in Hong Kong to give testimony to a recently captured crime boss Tiger Duen. Among the agents are Officer Wang Sun-Ho, an ex SWAT member trained in the United States, HKPD officers, Hung Kei Lok and Pak Yat Suet, Ex PRC military sniper Luo Zai-Jun and ex SAS member James "Jie" Lam. They are greeted by Commander Hon Sun the person in of the case. However the escort of Tiger turns into a situation as the older Duen brother Panther Duen plans to rescue Tiger. The rescue attempt is aborted when the agents mistaken an innocent civilian as the criminal who would attempt to break Tiger free and also discover the convoy they are guarding is a decoy. Panther pulls out and disappears.Meanwhile, an HKPD surveillance squad is eliminated by 5 operatives all who are ex military trained. Lead by the Ex 707th Korean commander Ko Tung Yuen, along with his best American friend Petros Angelo, Yuet Song a Viet/Chinese sniper, Joe Pearson another Ex American marine and Lee Chun Pei another Korean operative. The real convoy transporting Tiger is ambushed and the operatives eliminated 7 officers on the scene. The INTERPOL agents arrive but fail to prevent their escape causing Jie to lose his temper.Back at the HQ, Commander Hon Sun reprimates the agents for disobeying orders but lets them off the hook. Lok visits his sick brother while off duty, Ho decides to do some of his own investigations and Jun, Jie and Suet are later introduced to Kong Long an retired officer who left the force. It is revealed then that Petros is seeking revenge for the death of his brother Dominic in the past. Kong Long was involved on a mission to take down Dominic and Tiger but because Kong didn't wait for backup it resulted in Tiger killing Dominic and the deaths of 6 officers. Later Lok, Ho and Suet save Kong's daughter from a fight in her own restaurant but then its revealed Kong's daughter hates him for an event in the past. The team then practices for their mission by improving their shooting accuracy in a local barAfter several team introductions and attempts from both sides to getting to know the "players" Captain Ko meets Petros in cafe to initiate 2 phases of their mission. Ko will attempt to keep tabs on the INTERPOL agents while Petros will attempt to retrieve a microfilm which is their main objective for unknown purposes. It is rumoured to be in the hands of Panther Duen, and the only link is Yu Ching, Panther's girlfriend. As soon as Ko leaves the cafe, Petro randomly just happens to spot Ho walking down the street. Ho tries to hide his identity by pretending to be a visitor from out of town. Petros then retreats to a fortune teller temple where Ho attempts to take Petros down but Petros escapes using his training.Petros then finds Yu Ching being bullied and pretends to befriend her, Even letting himself get beaten up by 3 Chinese gangsters who finish their beating by throwing a dumpster on Petros. Yu Ching however is too trusting and even lets Petros into her house.Meanwhile its revealed Ko has a rivalry with Kong which earned him his scar. Ko tries to kill Kong in a locker room with a machete to machete fight but Ko is forced to retreat after the team is alerted to the danger.Later Petros, Joe, Lee Chun Pei and Ko meet Panther for a deal for the microfilm, they even threaten him showing Tiger's ear cut of earlier. This only results in a gunfight with the operatives eliminating most of Panther's Triads. Ho and Lok arrive on the scene attempting to fight Ko but Ko just defeats them and leaves saying "I don't have time for this" and the HKPD arresting Panther. He later gets released on lack of evidenceThe Team then seeks advice from Kong on how to catch the operatives. Kong reluctly agrees to train them hard.Eventually Hon Sun, prepares a sniper unit, and 3 teams of HKPD officers to ambush the operatives. Petros splits up with Ko after lying to Yu Ching he has to do something. Yuet easily eliminates the snipers, Petros takes out 2 of the HKPD teams and Ko eliminates the HKPD command squad. Hon Sun tries to fight back but is shot without mercy by Petros and is badly wounded.Having enough of the operatives rampage, Ho, Lok, Jun, Suet and Jie attempt to ambush all the operatives at once. Yuet then engages in firefight with Jun, Petros, Lee Chun Pei and Ko enter a firefight as well against Suet, Jie, Ho and Lok. The operatives change tactics making it harder for the team to kill them. Joe Pearson breaks into a jeep in to evac Petros and Ko. Lee Chun Pei is killed by Suet with one shot from an MP5. Unfortunately Jun who was covering Suet gets distracted and Yuet kills Suet. Thus both sides lose one member of their teamBack at HQ, Hon Sun dies of his injuries and Suet is remembered by her comrades and even her target (Cameo by Andy On) After condolences for Suet. The team decides to catch the operatives using all the training. A China agency attempts to deport them but they are saved by Kong who only recently discovers the operatives true intentions. Their plan is then mobilzed.Ho gets to Yu Ching first luring her away from the operatives tricking her in believing he is a friend of Petros. Jun shoots Ching's car tire so Petros would pick her up. Ho then leads the operatives to an abandoned warehouse where Jun ambushes Yuet. Joe then enters the inside and is rammed by forklift by Jie. However Jie underestimates and after a few struggles Jie manages to impale Joe onto a large sign nail and electrocute him to death with a shock wire. Jun enters an intense sniper battle and eventually shoots Yuet dead. Kong finally defeats Ko, and with Ko committing suicide by stabbing himself.Petros is the only operative left. Lok posing as a taxi driver drives Ho and Yu Ching away to a mall where Yu Ching is to deliver the microfilm to Panther Duen. Lok tries to keep Petros off Ho's back but Lok is stabbed with a screw and is seemingly killed. Ho is then pistol whipped by Petros and meets back with Yu Ching. Petros decides to deliver the microfilm to Panther. In the cinema. From there Panther takes Petros hostage with a silenced pistol and kill him, but Petros disarms Panther and kills him.Petros then attempts to leave with Yu Ching, only to find Ho who has regained conscious waiting to ambush him. Petros attempts to shoot Ho from a high deck, only to be shot 2 times in the back by Lok who survived the screw stab. Still wounded Lok tells Ho to go after Petros. Ho and Petros then engage in a gunfight where both men shoot each other in the same laundry room at the beginning until their guns are empty. Ho is heavy wounded but manages to shoot Petros to death and discovers the microfilm was in Ching's toy doll all along.Before the credits roll, Lok, Ho, Kong, Jie and Jun who have all apparently healed arrive at the same bar and fire all their pistols at the same time at the screen.
