Serving as ometsuki (the inspector-general) and Kawachi no kami (the governor of Kawachi Province), Asahina (Kitaoji Kinya) is in charge of supervising the feudal lords on behalf of the shogun and the roju (member of shoguns council of elders). Under secret orders from the roju and Sagami no kami (the governor of Sagami Province), Tsuchiya (Funakoshi Eiji), Asahina conceals his identity and infiltrates the area as a "secret magistrate" to search for any signs of rebellion among the feudal lords throughout Japan. With his brilliant skills, he crushes the evil that threatens to disrupt the country.
